Menu Tabs

Menu tabs should have a manager area. Where the forum adminsitrator can setup new tabs, change the order or remove tabs.
Also adding image icons would benefit and make the tabs stand out more in the default theme.

Tabs can have permissions, and can also be external links to websites

Support for multiple rows of tabs if you have many many tabs!
